"Moses said: "Our Lord, you have given Pharaoh and his council luxury and wealth in the life of this world. Our Lord, so that they may deviate from Your Way? Our Lord, sweep away their wealth and harden their hearts that they may not believe until they see the painful torment."
How did Pharaoh lead his people astray?

Only a few of his people believed in Moses because they feared the torture and oppression of Pharaoh and his men. Pharaoh was a tyrant in the earth who exceeded the limits.
