Prophet Hud - 11:119
"Except those whom your Lord pities. That is why He created them. The Word of your Lord has been fulfilled: "I will fill Hell with jinn and men, all together."
Our Lord has promised that He will fill Hell with the devils and their followers:
The Kneeling/45:8
When he hears the verses of Allah recited to him, he persists in arrogance as if he had never heard them. Announce to him a painful punishment.

We appointed for them companions who made their past and their future look good to them, and that which was true for the people of the jinn and mankind who had passed away before them became true for them. They were losers.

Had your Lord willed, He would have made the people one people. But they will always dispute (the truth).

O Iblis, what prevents you from prostrating to that which I created with my hands? Were you arrogant? Or did you rebel?

If We had willed, We could have given guidance to everyone, but My promise has come true that I will fill Hell with a portion of the jinn and mankind.
