Prophet Hud - 11:17
Those who had before the Book of Moses as a guide and a mercy, but now have a clear proof from a witness from their Lord, they believe in it. Whichever group disbelieves in it, its place is the Fire. Have no doubt about it. It is a truth from your Lord. But the majority of the people do not believe.
The leaders are the Book and the prophets because of the Book they conveyed:

The Cow/2:124
"His Lord once tested Abraham with some words, and he added to them: "I will make you a leader of mankind,"(God) said. And when he said, "And from my descendants?", He said, "The wrongdoers will not be included in My Word"."
The Prophets/21:73
We made them leaders guiding by Our command, and We revealed to them how to do good deeds, how to observe the prayer and how to pay the zakat. They were the servants of Us.
The Family Of Imran/3:45
"The angels had said: "Mary, Allah gives you glad tidings of a Word from Himself. His name is Jesus Christ, son of Mary. He is one of the leaders in this world and the Hereafter and one of those who are near (to God)."
The Prostration/32:23
We gave Moses the Book; let there be no doubt about it. We made him a guide for the Children of Israel.
The Prostration/32:24
When they were patient and firmly believed in Our signs, We appointed from among them leaders guiding them by Our command.
The Forgiver/40:41
O my people, why do you call me to the Fire while I call you to salvation?
The Forgiver/40:42
You call me to be ungrateful to Allah and to associate with Him that of which I have no knowledge. I call you to Him Who is the Exalted and the Forgiving.
