The Thunder - 13:5
"If you wonder, wonder at their saying: "Shall we be created again after we have become dust?"Those are they who disbelieve in their Lord. They are the ones who deserve shackles around their necks. They are the inhabitants of the Fire, wherein they will abide forever."
Shackles will be put on the necks of the disbelievers:

You were plotting day and night that we should be ungrateful to Allah and associate partners with Him."When they see the torment, they regret in their hearts. We have put shackles on the necks of the disbelievers. Are they not recompensed only for what they used to do?"
The Forgiver/40:71
They will be dragged away with fetters and chains around their necks.

They will be burned in boiling water, then in fire.

For the disbelievers We have prepared chains and fetters and a blazing Fire.
