Prophet Abraham - 14:11
"And their messengers said to them: "Surely we are human beings like you. But Allah chooses whom He wills from among His servants and bestows favor upon him. It is impossible for us to bring you a certificate of authority without Allah´s permission. Believers should trust in Allah."
Messengers cannot bring a miracle (document) except by Allah's permission:
The Forgiver/40:78
We have told you of some of the messengers We sent before you, and of some We have not told you. No messenger can bring a miracle except by the permission of Allah. When Allah´s command comes, judgment will be given according to the truth, and those who advocate falsehood will be losers therein.
The Thunder/13:38
We sent messengers before you and gave them wives and children, and no messenger can bring a miracle except by Allah´s permission. Every era has a destiny.
