The Light - 24:22 Let not those of you who have wealth and means swear not to give to relatives, the poor and those who migrate in the Way of Allah. Let them forgive and pass on. Do you not like Allah to forgive you? Allah is Forgiving, Merciful.
About the poor:
The Cow/2:273 Give to the needy who have been deprived of the opportunity to migrate because of their work in the way of Allah. Those who do not know them think that they are rich because of their dignity. You recognize them by their faces. They do not beg for help from the people. Allah knows every good deed you do.

The Women/4:36 Serve Allah and associate with Him nothing and no one. Do good to parents, relatives, orphans, the poor, near neighbors, distant neighbors, companions, travelers, and those to whom your oaths/agreements are due. Allah does not love the arrogant and conceited.

The Cow/2:83 We took a promise from the Children of Israel: You shall serve none but Allah, and you shall do good to parents and relatives and orphans and the poor. You shall speak to people in friendship. You will observe the prayer and pay the zakat. But after that you turned away, except a few of you.
The Cow/2:215 "They ask you how they can help. Say, "You should give in money and property to parents, relatives, orphans, the poor and the wayfarers."Allah knows every good deed you do."

The Women/4:8 If relatives, orphans and the poor are present at the division of the inheritance, give to them also, saying kind words.

The Table Spread/5:89 Allah does not hold you responsible for the oaths you take at random. But He holds you responsible for what you swear knowingly. If you break your oath, the punishment is to feed or clothe ten poor out of what you usually feed your family, or to release a slave. Whoever cannot find it should fast for three days. This is the punishment for your oaths that you knowingly took. Keep your oaths. This is how Allah explains His verses so that you may respond well.

The Repentance/9:60 Alms, as an obligation from Allah, should be given to the poor, to the needy, to those who labor, to sympathizers, for the freedom of slaves, to debtors, to the way of Allah, and to the wayfarers. Allah is All-Knowing, All-Wise.
