The Spider - 29:22
You cannot prevent it, neither in the earth nor in the heavens. You have no Owner and Helper except Allah.
No one can prevent Allah's will:

There is none who can prevent Allah from bestowing mercy on mankind. And what He withholds, there is none who can send it away except Him. He is the Superior, the Wise.
The Spider/29:21
He punishes whom He wills and has mercy on whom He wills; to Him you will be returned.
