The Cow - 2:7 Allah seals their hearts and their ears. There is a veil over their eyes, and for them is a great torment.
Whose hearts does Allah seal?
The Hypocrites/63:3 Because they disbelieved after they believed, so their hearts were sealed; they do not understand.
The Women/4:88 Why do you divide yourselves into two groups about the hypocrites? Allah has turned them upside down because of what they used to do. Do you want to guide those whom Allah has led astray? You will find no way for him whom Allah has led astray.
The Kneeling/45:23 Have you paid attention to him who takes his desire as a god? Allah has deliberately led him astray, and has sealed his hearing and his brain and put a veil over his sight. Who can guide him to the truth except Allah? Do you not take admonition?

If they turn away, it means that Allah wants to punish them for some of their sins. Indeed most of the people have gone astray.
The Cattle/6:35 If their turning away is too much for you, know that even if you had the power to make a hole in the earth or a ladder in the sky, it would not profit you if you presented a miracle. Had Allah willed, He would have guided them. So do not be among the ignorant.

The Cattle/6:111 And if We send down to them angels, and the dead speak to them, and We bring everything before them, they will not believe, except those whom Allah wills. But most of them do not know this truth.

The Repentance/9:87 They consented to be with those who remained behind. Then their hearts were sealed. Therefore they cannot understand.
The Repentance/9:93 Only those who asked you for permission while they were rich are reprehensible. They asked to be with those who stayed behind, and Allah stamped their hearts. Therefore they do not know.
The Bee/16:106 Those who disbelieve in Allah and open their hearts to disbelief after faith, except those whose hearts are full of faith but are forced to disbelieve, have deserved wrath from Allah and for them is a painful torment.

The Forgiver/40:35 Those who argue against the signs and miracles of Allah without any proof are subject to great anger both in the sight of Allah and in the sight of the believers. That is how Allah seals the heart of every arrogant tyrant.
