The Arabic Letter Sad - 38:26 O David, We have made you ruler over the earth. Judge between the people with justice, and do not be carried away by your desires and emotions, lest they lead you astray from the Way of Allah. Those who deviate from the way of Allah will have a severe punishment because they have forgotten the Day of Reckoning.
Allah gives rule to whom He wills:
Prophet Jonah/10:71 "Tell them the history of Noah. He said to his people: "O my people, if my situation and my reminder of the signs of Allah are too much for you, I trust in Allah, gather together with your partners and your leaders, take your final decision, which you will not regret, and execute it against me without delay."
Prophet Jonah/10:72 If you turn away, I have not asked you for any wage, but my wage is only with Allah. I have been commanded to be of the Muslims.
Prophet Jonah/10:73 They denied him. So We saved him and those who were with him in the Ark and We made them the rulers (of the earth). And We drowned those who denied Our Verses. Behold the fate of those who were warned.
The Cow/2:247 "Their Prophet said to them, "Allah has appointed Talut as king over you."They said, "How can he rule over us when we are more worthy of rule than he? And he is not a rich man."He said, "Allah has chosen him over you. He has increased his knowledge and physical strength."Allah gives His property to whom He wills. Allah is Generous, All-Knowing."

Originator/35:39 He has made you rulers in the earth. Whoever disbelieves, disbelieves to his own detriment. The disbelief of the disbelievers does not increase anything but hatred in the sight of their Lord. The disbelief of the disbelievers increases nothing but loss
