Council - 42:12
To Him belongs all control of the heavens and the earth. He gives abundant sustenance to whom He wills or withholds it. He is All-Knowing.
Our Lord gives bounties in abundance or withholds them in order to test His servants:
The Dawn/89:15
"When his Lord gives to man abundantly to test him, he says: "My Lord has been generous to me"."
The Dawn/89:16
"But when his Lord tests him by withholding his sustenance, he says, "My Lord has humiliated me."
The Cow/2:126
"Ibrahim said, "My Lord, make this a place of safety. Provide for your people who believe in Allah and the Last Day with crops,"when he said, "I will provide for the disbeliever. I will provide for him for a short time, then I will condemn him to the punishment of the Fire. What an evil abode is that!"
The Family Of Imran/3:37
"Her Lord accepted her offering in a good way and raised her like a beautiful flower under Zechariah´s care. Every time Zacharias came to her in the temple, he found food with her. When he asked her, "Mary, from where does this come to you?"she replied, "It is from Allah. Allah gives provision to whom He wills without calculation."
The Night Journey/17:20
And We will deliver to all of them, to them and to these, of the Blessings of your Lord. The bounties of your Lord are not limited.
The Cave/18:39
"Should you not have said as you entered your vineyard, ´This is a gift from Allah, and strength is only with Allah´? You may see that I have less money and children than you, but"

"Perhaps my Lord will give me a better garden than yours, and perhaps He will send a calamity on your garden from the sky and it will turn into a dry land.

"Or its water will sink to the bottom and you will not find water again."

"Then its produce was destroyed. And he began to mourn for the labor he had put into his vineyard, whose arbors were piled upon it, and he said, "I wish I had not associated partners with my Lord."
The Stories/28:79
"At one time he came out among his people in all his splendor. Those who chose the life of this world said: "If only we had been given the like of what was given to Karun. Indeed, he is a very lucky man"."

"Those who had been given knowledge said, "Woe to you, for better is the reward of Allah for him who believes and does righteous deeds. Only the patient shall attain it."
The Stories/28:81
We drove him down into the earth with his house, and he had no company to help him except Allah, and he was not of the victorious.

"Those who envied him on the previous day said: "So Allah gives abundant provision to whomsoever of His servants He wills and withholds it from whomsoever He wills. If Allah had not favored us, He would have made us fail. So the disbelievers do not succeed"."
Council/42:49
To Allah belongs the government of the heavens and the earth. He creates whom He wills. He gives females to whom He wills and males to whom He wills.
Council/42:50
Or He gives pairs, both male and female. And He makes whom He wills barren. He is the All-Knowing, the All-Sufficient.
