The Victory - 48:14 To Allah belongs the government of the heavens and the earth. He forgives whom He wills and punishes whom He wills. Allah is Forgiving, Merciful.
Those who deserve punishment:
The Cattle/6:70 Leave those who take their religion as a pastime and are deceived by the life of this world. Remind them with this (the Qur´an) so that a person may not suffer the disastrous consequences of what he has earned. He has no Owner and intercessor except Allah. Even if he gives any ransom, it will not be accepted from him. These are the ones who suffer the disastrous consequences of what they have earned; they deserve a drink of boiling water and a painful torment because of their disbelief.
The Thunder/13:25 Those who break their covenant after their promise to Allah, those who do not unite what Allah has commanded to be united, and those who make mischief in the earth have deserved the curse and for them is an evil consequence.
The Thunder/13:33 "Is it not He who controls what everyone does? Yet they associate partners with Allah. Say: "Call them by whatever names (you wish)! Do you inform Him of what He does not know in the earth, or do you fabricate falsehoods?"Indeed, the deceit of the disbelievers is made to appear to them, so that they go astray. Whoever Allah leads astray, there is none to guide him to the truth."
The Thunder/13:34 They deserve torment in the life of this world. The torment of the Hereafter is worse. No one can save them from Allah.
The Bee/16:106 Those who disbelieve in Allah and open their hearts to disbelief after faith, except those whose hearts are full of faith but are forced to disbelieve, have deserved wrath from Allah and for them is a painful torment.
The Pilgrimage/22:51 As for those who fight against Our Verses, they deserve to be the inhabitants of Hell.
The Light/24:19 Those who desire to spread immorality among the believers have deserved a painful punishment in this world and the Hereafter. Allah knows, you do not know.
The Ants/27:4 As for those who do not believe in the Hereafter, We have made their deeds appear to them as embellishments, and they wander about.
The Ants/27:5 They deserve the worst punishment and are the greatest losers in the Hereafter.
The Spider/29:23 Those who disbelieve in the signs and miracles of Allah and the meeting with Him are those who despair of My Mercy. They deserve a painful punishment.
Council/42:16 Those who argue about Allah after His call has been answered, their arguments are invalid in the sight of their Lord. They have deserved wrath and there is a severe torment for them
Council/42:26 He answers the call of those who believe and do righteous deeds and increases His grace for them. But the disbelievers deserve a severe punishment.
The Kneeling/45:9 When he learns something of Our Verses, he ridicules it. For them is a humiliating torment.
The Kneeling/45:10 Hell awaits them. Neither what they have earned nor the friends they have made besides Allah can save them. They have deserved a painful torment.
The Sandhills/46:17 "But there is another who says to his parents, "Woe to you, do you claim that I will be resurrected, though many generations have passed away before me?"The two of them said to Allah: "Pity you; please believe. Allah´s word is truth."Then he says: "This is nothing but the fables of the ancients."
The Sandhills/46:18 Such are those who have deserved the promise of torment among the people of the jinn and mankind who have passed away. They are the losers.
Muhammad/47:8 As for those who disbelieve, they deserve destruction; He has made their deeds vain.
The Pleading Woman/58:16 They took their oaths as a shield to mislead from the Way of Allah. They deserve a humiliating torment.
The Kingdom/67:6 Those who disbelieve in their Lord have deserved the punishment of Hell. What an evil abode.
The Big Stars/85:10 Those who persecute and torture believing men and women and then do not repent have deserved the torment of Hell. For them is a burning torment.
