It is from Allah, the Owner of the Paths of Ascension.

The Iron/57:4
He it is Who created the heavens and the earth in six days and then established all authority. He knows everything that enters the earth and comes out of it, and everything that descends from the sky and ascends to it. He is with you wherever you are. Allah is the All-Seeing of all that you do.
Sheva/34:2
He knows what enters the earth and what comes out of it, and what descends from the sky and what ascends to it. He is the Merciful, the Forgiving.
The Prostration/32:5
He controls all affairs from the heavens to the earth. Then they ascend to Him in a day equal to a thousand years of what you count.
Divorce/65:12
It is Allah Who created the seven heavens and as much of the earth. The commands flow between them. So that you may know that Allah is all-powerful and that Allah encompasses all things with knowledge.
The Majesty/97:4
On that night the angels and the Spirit (Gabriel) descend by the permission of their Lord to fulfill all the commands.
