In the context of verses 11, 12, 13, 14: It is Allah who does these things, and those whom you have taken as gods have no power or authority over anything besides Him. The only one worthy of worship/service is Allah who can do these things:

Refer to the Prophet Jesus and the Prophet Uzeyr, the people of the Book who took the religious leaders as gods beside Allah, and the polytheists of Mecca who took the angels as gods beside Allah, hoping for their intercession on the Day of Judgment:
