In the context of verses 38, 39...45; The polytheists of Mecca who took the prophets Jesus and Uzeyr from the earth, the religious leaders, and the angels from the heavens as gods and worshipped and served them besides Allah, hoping for their support/help (intercession) on the Day of Resurrection:
Allah is the One Who created everything for us and put it at our service, and those who are taken as gods besides Him have no power or authority in anything. The only one worthy to be served is Allah who can do these things:

Satan made the people under his influence invent gods, laws and prohibitions and attributed them to Allah and thus misguided them from the right path:
