In the context of verses 19, 20...24: Allah is the one who can do these things, and besides Him, those whom you have taken as gods have no power or authority in anything. The only one worthy of worship/service is Allah who can do these things:

In the context of verses 19, 20...24; the people of Prophet Muhammad were a people who worshipped and served religious leaders, prophets and angels as gods besides Allah, hoping for their help in the resurrection:

A reference to the people of Makkah who were in great doubt about the resurrection, claiming that the heavens and the earth and themselves were created in vain and that they would not be resurrected and called to account:

It is also meant that in the Resurrection you will be brought back to Allah, not to the false gods whom you have taken in the hope of their help:
